He played a key legal role in landmark projects such as the Union Station Gateway, assisting with a multi-phase development involving land exchanges, joint-use construction, parking and access easements, and long-term property management agreements. Mr. Pearman also advised the Community Redevelopment Agency of Los Angeles in the $80 million development of a major downtown arts and educational center, guiding the disposition and development agreement and related leasing and financing documents.

Mr. Pearman led legal negotiations for a highly complex financing structure involving ground leases and lease-backs to fund and construct the Los Angeles Central Library. The contemplated project required navigating existing bonded indebtedness and included drafting intricate agreements between the City, its redevelopment agency, and private investors regarding this landmark civic project.
