Robert C. Pearman has provided legal services across the full spectrum of construction law for both public agencies and private sector clients. His work spans major infrastructure, environmental compliance, construction dispute resolution, and high-value contract negotiation.
His legal services include review and enforcement of construction contracts, prevailing wage compliance, environmental review, lead/asbestos remediation, bonding and stop notice disputes, and litigation defense. He has represented a range of clients including Penhall Company, Los Angeles Housing Department (LAHD), Bank of America, and Los Angeles County MTA.
Mr. Pearman has advised public agencies like the Community Development Commission of the County of Los Angeles and the LA City Attorney’s Office on public works disputes and construction claims. He has extensive experience drafting and negotiating construction agreements under AIA and ConsensusDocs formats, with issues involving payment structures, bonding, retention, and risk allocation.
His expertise also includes guiding private developers and conglomerates through national construction contracts involving commercial facilities, owner-architect/contractor agreements, design-build projects, and turnkey delivery.
Case Study: Colburn School of Performing Arts Expansion
Representing the Community Redevelopment Agency of the City of Los Angeles, Mr. Pearman led the negotiation and documentation of all legal agreements related to the $80+ million expansion of the Colburn School in Bunker Hill. The development included subterranean parking, academic facilities, and residential towers. Documents included disposition and development agreement, ground lease, right-to-enter permits, and easement amendments—all ensuring the project complied with city improvements and development standards.
