With decades of experience, Robert C. Pearman has represented public agencies, financial institutions, developers, and nonprofits in a wide range of complex real estate and housing transactions throughout California. His work spans acquisitions, dispositions, ground leases, tax credit syndications, development agreements, and affordable housing finance.

Mr. Pearman provided comprehensive legal counsel to the Pasadena Blue Line Authority in connection with environmental due diligence, site assessments, and land use alternatives—resulting in the successful sale of properties to private developers for joint development. His services included drafting and negotiating purchase and sale agreements, interim licenses, easements, remediation agreements, and other critical real estate documentation.

He advised institutional owners like Bank of America, FDIC/RTC, and Prudential Insurance in the sale, leasing, and management of REO properties and mixed-use developments, including due diligence, escrow, indemnity, and title review. His legal work has facilitated real estate transactions for commercial, industrial, and multifamily housing projects across Southern California.

For the Los Angeles Community Redevelopment Agency, he led legal negotiations in affordable housing transactions involving ground leases, tax-exempt bond financing, and multi-party development agreements, ensuring compliance with state and municipal housing mandates.

Case Study: Union Station Gateway Headquarters

Mr. Pearman played a key legal role in the $250 million Metro Headquarters project, a mixed-use development integrating retail, office, and transportation elements at Union Station. His team negotiated and drafted numerous high-level agreements, including exclusive rights to negotiate, environmental indemnities, construction contracts, and reciprocal easements. The project opened ahead of schedule and remains a hallmark of successful public-private joint development.
