Robert C. Pearman has served as trusted counsel on some of California’s most significant public transportation initiatives over the past three decades. His transportation law practice includes land use, condemnation, design/build, rail development, interagency agreements, and transit-oriented joint development.
As special counsel to Los Angeles County Metropolitan Transportation Authority (LACMTA) and its predecessors, Mr. Pearman was instrumental in the legal development of the Union Station Gateway — a landmark headquarters and transit project involving multi-party negotiations, land exchanges, hazardous materials issues, and the creation of complex construction and management agreements.
He has advised on over 100 interagency agreements with CalTrans, utility companies, cities, sanitation districts, and counties — crafting the legal framework necessary to move critical rail and transit projects forward. His representation of the Metro Blue Line and Pasadena Gold Line construction authorities included drafting design/build contracts and guiding large-scale rail system construction through environmental, real estate, and development challenges.
He also co-counseled a multi-billion dollar high-speed rail RFP connecting Los Angeles International Airport and Palmdale, helping navigate procurement, legislative authority, and infrastructure financing complexities.
Case Study: City of Fresno Rail Projects
Mr. Pearman was retained by the City of Fresno to negotiate with Burlington Northern Santa Fe Railway Company for land use and corridor consolidation. His work covered station development, grade crossings, and the exchange of rights-of-way and franchise parcels — all vital components in expanding passenger rail service.
